Climate Action Planning

The Regionally Integrated Climate Action Planning Suite (RICAPS), is a set of tools and a collaboration of all 20 incorporated cities and the County in climate action planning and implementation. The SMCEW team hosts a monthly working group with agency staff to collaborate and exchange ideas and share climate action planning resources. Presentations from past meetings are posted here.

RICAPS tools include a climate action plan template (recently updated for 2030), Menu of Measures, and Forecasting Tool. These tools are posted here. Cities in San Mateo County can also access technical assistance provided by Rincon Consultants, Inc.

The purpose of the RICAPS initiative is to assist the 21 local jurisdictions in developing and implementing climate action plans to reduce greenhouse gas emissions countywide and meet statewide GHG reduction goals which include: 15% below 2005 levels by 2020 and 49% below 2005 levels by 2030.
